Education Across the Dividing Line: Access to Education for Populations Living Along the Administrative Boundary Line and in the Occupied Territories of Georgia

The right to education is guaranteed by the Constitution of Georgia for all citizens. However, equal quality and access to education are not effectively ensured across the entire territory of the country. The present report examines the accessibility of quality education for one of the most vulnerable groups in Georgia: ethnic Georgians living along the Administrative Boundary Lines with the occupied territories of Abkhazia and South Ossetia/Tskhinvali region, as well as within the occupied territories themselves. Within this group, a significant proportion comprises IDPs, who have been the most affected by the relevant conflicts. The report primarily draws on focus group discussions with teachers, parents, and senior students, in addition to analyses of existing reports, legislation, and statistical data.
The report begins by outlining the research objectives and methodology, then describes and summarizes the state’s educational policies regarding Georgian citizens residing in the occupied and adjacent territories. It further analyzes the findings from discussions with populations along the Abkhazia and Tskhinvali Administrative Boundary Lines, and based on these insights, offers a set of recommendations.
